BACKGROUND:

Project Description

The map depicts a one lot subdivision to be used for an industrial use. Access to the site will be provided via 2 ingress/egress points from Rainbow Boulevard and 1 ingress/egress point from Pyle Avenue.

Prior Land Use Requests

ZC-0009-06 to reclassify the parcel from R-E to M-D zoning was approved by the Board of County Commissioners in February 2006.

Surrounding Zoning and Land Use

To the north across Pyle Avenue is an existing sewage lift station and vacant property designated as Public Facility in the Enterprise Land Use Plan. To the west across Rainbow Boulevard is a vacant parcel planned for Office Professional use in the Enterprise Land Use Plan, and west of that are parcels zoned R-2 within Mountains Edge. To the southwest is a vacant parcel zoned RUD that is also within Mountains Edge. To the south is a vacant parcel zoned R-E and planned for Industrial use. To the east and southeast are vacant R-E zoned parcels also planned for Industrial uses. Farther east is vacant land zoned M-1 and planned for Public Facility on the west side of the Union Pacific Railroad right-of-way. This parcel lies within the Public Facilities Needs Assessment (PFNA) area.

STANDARDS FOR APPROVAL:

The applicant shall demonstrate that the proposed request meets the goals and purposes of Title 30.

Current Planning

This request meets the tentative map requirements as outlined in Title 30.

Civil Engineering

Significant changes in roadway requirements have occurred due to planned development within this area. The attached conditions reflect those requirements.

Staff Recommendation

Approval.

If this request is approved, the Board and/or Commission finds that the application is consistent with the standards and purpose enumerated in the Comprehensive Plan, Title 30, and/or the Nevada Revised Statutes.

Current Planning

All applicable standard conditions for this application type.

Applicant is advised that any change in circumstances or regulations may be justification for the denial of an extension of time; and that a final map for all, or a portion, of the property included under this application must be recorded within 2 years or it will expire.

Civil Engineering

Compliance with ZC-0009-06;

Right-of-way dedications now to include 70 feet back of curb for Rainbow Boulevard and 35 to 40 feet to back of curb for Pyle Avenue, together with related spandrel;

Construct full off-site improvements.

Building Division Geotechnical

Applicant is advised that compliance with NRS 278.325 (4) is required if further subdividing of the property results in creating a boundary or line within the building. /bs
