BACKGROUND:

Project Description

The plans depict a 25,577 square foot, 4 guestroom (suites), 81 foot high addition to an existing resort hotel (Wynn Las Vegas). The new suites are located at the south side of the resort hotel complex adjacent to an existing line of suites. Each suite is depicted on the plans to have private access from an existing driveway along Sands Avenue with an exclusive drop-off area on the 1st floor. Two of the suites will consist of 4 bedrooms and private baths while the other two suites would have 3 bedrooms and private baths alongside a media room, spa, and massage space. The site plan depicts gardens with swimming pools for each guestroom that are only accessible to the guests of each suite. Architecturally, the addition will be painted the same color and have matching exterior finishes as the existing suites. The corner of the building closest to Sands Avenue will be set back 18 feet from the back of curb. Within the setback, an 8 foot wide sidewalk will be maintained, and the 10 foot wide landscape strip will be enhanced with additional trees and shrubs to screen the building and enhance the site.

Prior Land Use Requests

UC-1685-02 approved the refurbishment/redesign of the golf course in December 2002. UC-1471-03 was approved in October 2003 to permit the architectural design and a height of 614 feet for the Wynn Las Vegas Resort Hotel tower on this site. UC-1606-04 originally approved the Encore Resort Hotel, which is the second phase of the resort property on the site in November 2004. A subsequent request, UC-0565-05, for revisions to the proposed resort was withdrawn in October 2005. UC-1333-05 was approved in October 2005 for a proposed expansion that included a theater. UC-1952-05 was approved in February 2006 to permit revisions to the approved Encore Resort Hotel. TM-0509-06 was approved by the Board of County Commissioners in January 2007 to combine many parcels into a one lot commercial subdivision.

Surrounding Zoning and Land Use

Properties located to the west across Las Vegas Boulevard South are zoned H-1 with existing hotel/resorts and commercial centers, including the Fashion Show Mall, the New Frontier, and the Stardust (to be replaced by the approved Echelon Resort Hotel). To the north across Desert Inn Road are residential condominiums, hotels, and a place of worship in an H-1 zone. To the northeast is the site of the Las Vegas Convention Center in a P-F zone, and to the southeast are hotels, residential condominiums, and apartment complexes in H-1 and R-5 zones. South across Sands Avenue are H-1 zoned properties developed as commercial uses and resort hotels (Venetian/Palazzo).

STANDARDS FOR APPROVAL:

The applicant shall demonstrate that the proposed request meets the goals and purposes of Title 30.

Analysis

Current Planning

Staff finds the addition to be compatible with the resort hotels theme and surrounding area. The addition will not impact the existing parking facilities or disrupt any of the functions of the resort. Therefore, staff does not object to the addition.

Staff Recommendation

Approval.

If this request is approved, the Board and/or Commission finds that the application is consistent with the standards and purpose enumerated in the Comprehensive Plan, Title 30, and/or the Nevada Revised Statutes.
