BACKGROUND:

Project Description

This is a request to combine many parcels, approximately 216 acres, into a one lot commercial subdivision. The new commercial subdivision will include the Wynn Las Vegas Resort Hotel, the site of the Encore Resort Hotel (second phase of the Wynn Las Vegas Resort Hotel), and the Wynn Golf course with all accessory uses.

Prior Land Use Requests

UC-0897-01 approved a request to convert a portion of the Desert Inn Resort building into offices and an art gallery in August 2001. UC-1685-02 approved the refurbishment/redesign of the golf course in December 2002. UC-1471-03 was approved in October 2003 to permit the architectural design and a height of 614 feet for the Wynn Las Vegas Resort Hotel tower on this site. UC-1606-04 originally approved the Encore Resort Hotel, which is the second phase of the resort property on the site in November 2004. A subsequent request, UC-0565-05, for revisions to the proposed resort was withdrawn in October 2005. UC-1333-05 was approved in October 2005 for a proposed expansion that included a theater. UC-1952-05 was approved in February 2006 to permit revisions to the approved Encore Resort Hotel.

Surrounding Zoning and Land Use

Properties located to the west across Las Vegas Boulevard South are zoned H-1 with existing hotel/resorts and commercial centers, including the Fashion Show Mall, the New Frontier, and the Stardust (to be replaced by the approved Echelon Resort Hotel). To the north across Desert Inn Road are residential condominiums, hotels, and a place of worship in an H-1 zone. To the northeast is the site of the Las Vegas Convention Center in a P-F zone, and to the southeast are hotels, residential condominiums, and apartment complexes in H-1 and R-5 zones. South across Sands Avenue are H-1 zoned properties developed as commercial uses and resort hotels.

STANDARDS FOR APPROVAL:

The applicant shall demonstrate that the proposed request meets the goals and purposes of Title 30.

Current Planning

This request meets the tentative map requirements as outlined in Title 30.

Staff Recommendation

Approval is contingent upon approval of ZC-1728-06.

If this request is approved, the Board and/or Commission finds that the application is consistent with the standards and purpose enumerated in the Comprehensive Plan, Title 30, and/or the Nevada Revised Statutes.

PRELIMINARY STAFF CONDITIONS:

All applicable standard conditions for this application type.

Applicant is advised that any change in circumstances or regulations may be justification for the denial of an extension of time; and that a final map for all, or a portion, of the property included under this application must be recorded within 2 years or it will expire.

Civil Engineering

Dedication of additional right-of-way for Paradise Road to be coordinated with Clark County Project;

If sidewalk is detached, dedicate right of-way and grant easements in accordance to detached sidewalk requirements;

Drainage study and compliance to address ultimate build-out;

Traffic study and compliance;

Traffic study to also address: a) dedication and construction of bus turnouts including passenger loading/shelter areas in accordance with Regional Transportation Commission standards; b) on-site circulation; c) determine the required width of all public access walkway segments so that a minimum Level of Service C is achieved under peak pedestrian volumes;

Driveway lengths and locations to be approved by Clark County Civil Engineering Division;

Vacate any unnecessary rights-of-ways and/or easements;

Any non standard improvements in the right-of-way will require a execution of a License and Maintenance Agreement;

Any applicable vacations to be recordable prior to building permits issuance or applicable map submittal.
