ZC-1728-06 WYNN GOLF, LLC:
ZONE CHANGE to reclassify 0.5 acres from R-1 (Single Family Residential) Zone to H-1 (Limited Resort and Apartment) Zone in conjunction with an existing golf course in the MUD-1 Overlay District.

BACKGROUND:
Project Description
This request is for a zone change without plans to reclassify a 0.5 acre portion of a 4.4 acre parcel from R-1 to H-1 zoning. The residential lot was a remnant of the old Desert Inn Country Club Estates which is now the Wynn Golf course. The applicant intends to create a one lot commercial subdivision that will include the Wynn Resort Hotel, the Encore Resort Hotel, and the Wynn Golf course that includes this parcel.
Prior Land Use Requests
ZC-299-89 was approved by the Board of County Commissioners (BCC) on November 22, 1989 to reclassify a 0.5 acre lot from H-1 to R-1 zoning for a single family residence. UC-1685-02 was approved by the BCC on December 18, 2002 to refurbish the existing golf course. WS-0015-05 was approved by the Planning Commission on February 15, 2005 to increase fence and wall heights, permit alternative landscaping along the streets, and reduce the setback from a street.
Surrounding Zoning and Land Use
To the west, south, and east is the Wynn Golf course zoned H-1. To the north across Desert Inn Road are developed H-1 zoned parcels.

STANDARDS FOR APPROVAL:
The applicant shall demonstrate that the proposed request meets the goals and purposes of Title 30.
Analysis
Current Planning
The request conforms to the Winchester/Paradise Land Use Plan which designates the parcel as Commercial Tourist. Staff can support this request, acknowledging that a single family residence is unlikely to be developed at this time. Thus, an H-1 zoning designation is appropriate to consolidate this lot into the intended commercial subdivision.

If this request is approved, the Board and/or Commission finds that the application is consistent with the standards and purpose enumerated in the Comprehensive Plan, Title 30, and/or the Nevada Revised Statutes.
