DESIGN REVIEW for expansions/additions to an existing resort hotel (Wynn Las Vegas) on 69.1 acres in an H-1 (Limited Resort and Apartment) Zone within the MUD-1 Overlay District.

Generally located on the south side of Desert Inn Super Arterial, north side of Sands Avenue and the east side of Las Vegas Boulevard South within Paradise. MW/lo/jl

BACKGROUND:

Project Description

The plans depict proposed additions to the Wynn Resort which opened in April 2005. The addition consists of a 146,000 square foot low-rise building including an approximately 15,000 to 20,000 square foot casino area, a 1,600 seat showroom/theatre, retail and restaurant areas, and associated incidental and accessory uses and areas. The addition is within a proposed 97.5 foot high low-rise building connected to the northeastern side of the existing resort. The addition will allow an additional showroom/theatre to house Spamlot, a Broadway musical, and other incidental and associated uses. A 660 space surface parking lot is also proposed within a portion of the area that was designated for the future Encore Resort and is located on the north side of the existing resort and south of the existing employee garage that is located adjacent to Desert Inn Road and is also adjacent to the Las Vegas Boulevard South frontage. The street frontage is landscaped per code requirements. Parking for the resort was revised to accommodate the additions and includes the surface parking area. A total of 6,531 parking spaces are provided where 5,690 parking spaces are required for this phase of the project. The applicant states that the recent additions to the parking area for the resort eliminate the need to use the approved parking waiver, which is still in effect if needed for the resort.

Prior Land Use Requests

UC-0565-05 for Phase II of the resort consisting of 2,770 rooms and suites, at a height of 654 feet, with multiple deviations from development standards is being held by the applicant until the October 20, 2005 Planning Commission meeting. UC-1606-04 originally approved the resort which is the second phase of the resort property on the site in November 2004. UC-0897-01 approved a request to convert a portion of the existing Desert Inn Resort building into offices and an art gallery in August 2001. UC-1685-02 approved the refurbishment/redesign of the golf course in December 2002, a portion of which is included in the development area of the subject resort. UC-1471-03 was approved in October 2003 to permit the architectural design and a height of 614 feet for the Wynn Las Vegas resort hotel tower on this site.

Surrounding Zoning and Land Use

Properties located to the north and west across Las Vegas Boulevard South and the Desert Inn Super Arterial are zoned H-1 with existing hotel/resorts and commercial centers, including the Fashion Show Mall. To the north and east are other H-1 zoned portions of the subject resort property, zoned H-1 and R-1. South across Sands Avenue are H-1 zoned properties developed as commercial uses and resort hotels including the Venetian Resort Hotel.

STANDARDS FOR APPROVAL:

The applicant shall demonstrate that the proposed request meets the goals and purposes of Title 30.

Analysis

Current Planning

Staff finds that the additions are appropriate and compatible with the existing resort and adjacent developments and will enhance and provide additional venues within the resort.

Staff Recommendation

Approval.

If this request is approved, the Board and/or Commission finds that the application is consistent with the standards and purpose enumerated in the Comprehensive Plan, Title 30, and/or the Nevada Revised Statutes.


PRELIMINARY STAFF CONDITIONS:

Current Planning

Subject to all applicable standard conditions for this application type. Applicant is advised that approval of this use permit only approves any relaxed standards that depart from the development and improvement standards required by Title 30 provided such relaxed standards completely comply with the approved plans on file; approval of this application does not constitute or imply approval of a liquor or gaming license or any other County issued permit, license or approval; any change in circumstances or regulations may be justification for the denial of an extension of time; and that this application must commence within 2 years of approval date or it will expire.

Civil Engineering

Constructing full off-site improvements unless a future agreement between the applicant and the County modifies this requirement; dedicating the right-of-way for and constructing a fourth northbound through lane on Las Vegas Boulevard South from Dio Drive to Desert Inn Road, together with bus turnouts on Las Vegas Boulevard South as determined by Clark County and the Regional Transportation Commission; traffic study to be prepared by the developer and accepted by the County, Nevada Department of Transportation, Las Vegas Area Computer Traffic Systems, and the Regional Transportation Commission before permits are issued for any new development on the project site; traffic study to address the on-site circulation of the new on-site road; required walkway widths needed to accommodate the anticipated peak pedestrian flow at Level of Service "C" or better, unobstructed pedestrian walkway width on Las Vegas Boulevard South to be a minimum of 10 feet; any non-standard improvements within the right-of-way will require executing a license and maintenance agreement.
